1. Upon notification by any witness and by any means about any aircraft accident / incident Law Enforcement personnel should pass the notification, by using the most expeditious means, to DGCAA office, ATC or AAIU whichever is closest.  
  2. Upon receiving the notification, from the Law Enforcement Agency directly, from DGCAA office or ATC, AAIU Investigator should start filling out the Preliminary Notification Form (Form No.31-3, appendix 2). If there is any missing information, AAIU shou1d contact the notification source by any means to gain this information. 
  3. In case of criminal action to aircraft or passenger onboard during flight, Law Enforcement Agency should immediately notify DGCAA and / or AAIU. Criminal actions include but not limited to hijacking, unruly and disruptive passengers, and threat during flight.
